A government-service system must survive publication and a revisit. Matter list, document catalog, statutory clocks, and fee basis—what is public and what the system runs must be the same set. Online filing validates format and required fields on the spot; missing items prompt a supplement instead of accepting then calling people back. Unified identity

Ratings close the loop

A rating detached from the case number is decoration. We hang poor ratings and complaints back on the matter with a close-out clock. Public text generates from rules so a second manual copy does not err. Historical case migration is assessed—not all paper is worth digitizing—but in-flight cases must enter the system.

License fallback

E-license fetch failure has a human check; the interface cannot hard-stop. Fee matters open a receipt and a reduction basis. Locality rights are fine enough that a neighboring town’s files are not visible. Closed paper is scanned by assessment, not a digitization campaign; in-flight cases must enter the system so outward progress stays consistent.

Go-live is by matter: high-frequency, lower-risk first, then expand. Training is window and review posts; steps match the published guide. A government system that works means fewer trips, clocks you can query, a revisit that can open then-documents and opinions, and reports that drill from cases.
