Plant dispatch and filings

Water and environment systems serve two groups: in-plant dispatch watching level, flow, pumps, and process; outward filings of quality, quantity, and discharge under regulator rules. If each collects its own way, daily dispatch and the monthly report will not match. We protect device online rate and data completeness before boards. Points cover intake, treatment, network, and outfalls; protocol and site conditions are per station. Quality instruments need maintenance and calibration; validity must be flagged so numbers from a calibration window are not treated as process data that lie in a report.

Leakage and pumps

Network leakage, night minimum flow, and pump start counts are what operations actually care about—if meters are trusted. If DMA is not drawn, do not promise leakage to a percentage point. Patrol, tickets, and lab results share a timeline with online monitors so an exceedance can be told apart as instrument or process.

One set of numbers

A filing pack is not a second dataset. Environment and water filings have format, frequency, and late-file rules. We take filing points from the same store; manual corrections keep a trail and a reason so “filed one set, plant another” does not happen. Video and access, if in scope, split rights from process data; what the shift room sees is not what the outside sees.

Lab vs online

When lab and online instruments disagree, you mark which wins and when it was calibrated. Outfall exceedance as process or fouled probe is a shift distinction. Pipe bursts and odd night-minimum events generate tickets from monitor events instead of another round of calls. Video and access stay permissioned apart from process; public view and shift view are not the same range.

By plant or district

Go-live is by plant or district: stabilize critical outfalls and pump stations, then expand the network. Hardware care (probe clean, reagent swap) enters the runbook or completeness dies in three months. Training is dispatch and lab. A water system that works can dispatch in-plant, file by point, and score completeness—not pretty on launch day and a field of offline points in six months.
